Divine Promise Ministries proposes a center in Kampala, Uganda, to expand access to education, communication, and family support for deaf children.

Support for children and families
The proposed center would help deaf children access education and Ugandan Sign Language, connect families with health and other services, and offer life skills and vocational preparation for older children. The paper also describes safeguards for any residential care the center may provide.
The ministry proposes a three-year rollout beginning with a needs assessment and consultation with deaf children, caregivers, schools, and disability organizations. The budget sets out estimated costs, costing periods, and approximate US dollar equivalents.
